I looked at your posted log. Is there any chance that the actual path to your Domino installation is not exactly this:
C:\Program Files\Lotus\Domino
...including upper/lower casing? We've worked on this issue in several forms (the final release will have what we believe to be the definitive fix, but beta 2 does not). It has always been traced to a mismatch between Java's internal "canonical" path to the server's "xsp" subdirectory, and what Domino detects to be its startup path. We've seen problems on UNIX when the startup path to the server executables included a UNIX link, or similarly on Windows when junctions were being used.
If none of this applies here, you might try uninstalling and reinstalling Domino to a higher-level subdirectory, e.g. C:\Domino.
